Online Exclusive: Professor speaks on counter terrorism

Amos Guiora, a professor at Case Law School, lectured on counterterrorism at Clark Hall on Thursday at San Jose State University to approximately 40 students.

"Terrorists use fear and panic to harm innocent civilians," Guiora said. "Terrorists are trying to affect change, whether it is political, social or religious and they have a cause they believe in."

One of his questions concerned whether or not terrorists that tried to cause political change would actually accomplish their goals.

"Killing people in the government will not lead anywhere because someone is always waiting to fill in for them," Guiora said.

According to Guiora, counterterrorism policy dictates that nations should have grasp of international law, firm policy regarding terrorism, moral values, and effective strategy.

"Terrorists have rights," Guiora said, "If you forget that, you will be just like them."

Kyle Osler, a junior majoring in business marketing, said he liked the lecturer for his bluntness.

"It's a much more raw outlook on what people should be looking at in the state the world is in now," Osler said.

Guiora said that if nations lose their morality concerning terrorism they will go down an illegal path. He stressed that the war on terror with al-Qaida was created falsely when President George W. Bush made them into a de facto nation following the events of Sept. 11.

"When they say we're winning the war on terror, what do they mean?" Guiora said. "There is no war on terror because international law states that war must be between two states, as in nations, and when the terrorists do not come from any one country or wear a uniform, they're not an enemy army."

Guiora continued with the idea that nations can reduce terrorism, but it will not go away.

Nichole Christoffersen, a junior majoring in communication studies, said she thought that Guiora was very thorough.

"He did a very thorough job with his information," she said, "and it is much needed for any individual with a present perspective on his topic because he gave solutions including that people should learn to understand each other."
